When I shade or color letters, symbols, or numbers, they look find on the screen but print out in either black or white...
Filling in a table with any color is fine, and it prints out exactly like it shows up on screen. But if I want some letters shaded a medium gray, it just prints them BLACK! Any ideas? It's not the toner/printer.

Hmmm, I would check in your printer settings before you print, and make sure that it is not set to print in grayscale. I really don't have an extreme amount of experience with Publisher, so I don't have any ideas other than that.
