Nothing they have built is reliable or been tested properly. They cannot sell weapons like that to anyone.
Secondly the United States is the owner of 75% of the nuclear weaponry in the world. It would take fifty years for Iran and Korea to manufacture this amount of weaponry and until they do they are seriously out gunned.
I think that the world is getting to be extremely dangerous and that the fear of warfare is based on pretty good evidence, but to fall into a world war according to the definitions used in your referred to article, I think it is unlikely for a long time.
