Spot fat loss just does not exist in human beings except by liposuction.

Fat loss is a general body process as is the original problem of fat storage.

Of course there is a differential fat loss rate that occurs in different parts of the body eg. fat loss is visible earlier on the face than in the love handles.

Your only hope is to 1. Diet healthily 2. exercise programme.

I'm not an expert but I am having that same problem. I just started exercising again and have been doing so for about three weeks. It has to be a change of lifestyle for you in order to keep off the weight you lose. Start by eating more fruits and veggies and less fried and greasy stuff. Don't expect to change too soon. Exercise at least 30 min 4 days a week. you will lose weight all over your body. As far as your hips, I try to lay on my side and do crunches, hinging at the hips. it seems to be working cause i can feel it tightening uop there a little. but its only been three weeks. I'm expecting noticeable results in about 12 weeks from starting my new lifestyle.

There's no way of loosing weight from one particular part of your body, no matter if it's belly, hips or legs. You loose fat from your whole body and if you have a tendency to store it on hips, they will be probably the last to get slimmer. The best way to burn some fat is to train jogging, cycling or swimming at last 3 times a week for 30 minutes and train on gym 2 or 3/week in order to build some muscles that are responsible for burning fat.
Cut on high carbohydrates and eat lots of veggetables and protein. SUrely after a month you will see results!

choose a diet that is right for you. What works for me is a two eggs for breakfast with 1 peice of wheat toast( 1 carb 1 protein for breakfast). a snack three hours later like a handful of peanuts or a low carb protein bar. 1 carb and 1 protein for lunch like chicken and fruit three hours after snack. another snack three hours later then one fiber and one protein for dinner with fat free jello or fat free pudding for dessert. Always try to eat lean meats, less fried foods, and water, unflavored ice tea or diet sodas with 0 calories.
a long with this running, squats, and crunches are all great exercises to lose weight around the hip area.

healthy eating, small portions, drink plenty of water, exercise (fine an exercise you enjoy and stick to it) and WILL POWER - imagine yourself slim, write down why you want to lose weight, how you will feel when you lose weight etc. Get your friends and family to support you. Most of us know all this anyway, it's just finding the will power and drive to do it. Don't give up!
