This is a great question!
Now I would say that you are when you get out of the water, not when you are underwater. I say this because it's sort of a relative thing. Imma break it down for you. If everyone in the world was what we consider "crazy" and you were the only "sane" one, then you'd be ther crazy one. So if you were submerged in water, you wouldn't be wet until you got out, because you weren't completely surrounded by water. But that's only if you were under water. If you're in the shower, or in the shallow end of the pool you're wet.

Well I think you will get wet either way. Unless you have a air bubble around you, so you don't get wet :)
