What could possibly be so important that not only does it need to be done immediately but without pulling over to the shoulder to avoid causing a wreck?

People endanger themselves as much as others when they drive like that.
People often don't worry about the future. At the time they start multitasking, the driving conditions are usually easy and simple. And they don't feel that they are endangering anybody.
Of course, driving conditions can quickly change and become difficult and complicated. But most people usually assume that everything will continue as it is in the present. And they start worrying about the future only when it becomes the present.
People don't experience accidents every day, and that's why they can't learn from their experience.
Only punitive laws can force people to drive safely.
Punitive laws force people to drive within the speed limit. And punitive laws make people wear sit belts and restrain small children.
If there were no such laws and no police enforcement of them, then many and probably most people would be driving at excessive speeds without any sit belts. And they wouldn't be restraining children either.

Its just human nature... If a phone ring, are you gonna just answer it or pull over b4 u answer?? some people might choose not to answer it at all.
Another reason is... Look at the TV commercial by AllState!!
