The hair in these places as well as the hair on your head was meant and adapted to human bodies for protection long ago from whatever we evolved from. It is protection from sunburn and dirt and dust etc. much like our eyelashes still do. It does not grow as long as the hiar on our head because as time went on the hair was meant for less and less protection so there was never any need for us to evolve into beings with longer hair in those places. It is genetically inputed from all our ancestors.
