not necessarliy those numbers but you get the idea, when i close out explorer.exe, the cpu power jumps to system idle process.
Have run hijackthis, latest anitvirus programs, latest spyware programs, chkdsk on startup and have even deleted explorer.exe in safemode and put back on another explorer.exe from my dads computer, still does the same thing. Any suggestions?

The system idle process will always show it it using between 80 - 95% of the cpu. This normal and it is in what is called a spin process. It does not effect your system and is normal. Explorer.exe will always jump around when it is doing its normal routines. Do not worry as everything is normal. Just moving your mouse will cause an increase to the cpu jumping all around. This is normal.

i think system idle process means that the CPU is idling, not spiking.

dude your screwed,dump windows and switch to linux.
try this version of linux its very easy for beginners,
