Seeing him take the pills isn't proof, it's anecdotal evidence. Back to his word against yours. In terms of his theft of narcotics, I would be more concerned about why he's taking them rather than the fact that he took them. There's no law against being under the influence of narcotics, and you're probably going to make a huge fight over it. If he's an addict, you should probably kick him out, since that crap will eventually start affecting other parts of his and your life.

My suggestion would be to confront him, "taking action" isn't going to get you anywhere, unless you mean kicking his ***. And that will get you to jail. If you mean an intervention or kicking him out, that might be a good idea.

Confrontation. If he can't control his aciotns and is stealing that is a crime. He should be reported and hopefully arrested. This is much better than him OD 2-3 years from now. Motivate him to get help and treatment.

Absolutely as this behaviour will worsen and he will get into even more trouble when he needs more and more of the stuff. Next thing robbery or stealing could excalate.

Confront him and tell him you saw him. Then I would say tell him to move if you the main tennant.
