I ran a search for Ohio for horses below $5000. You can change that if you'd like it to be lower. for good breeding and a start to their training, they're not going to be much cheaper. good luck

You can start the search online at sites like equine.com or dreamhorse.com. Equinehits.com and horsetopia.com are great resources. You can search by state, discipline, cost and breed to help narrow the list of possibilities. You can also speak to any professional trainers you know. They might know of some unlisted prospects and can set up appointments for you to view and try the horse. You should also bring the trainer with you when looking at horses so they can evaluate the prospect from a professional prospective. I also advise a vet check before buying any horse, just to make sure its sound enough for the intensive work of barrel racing. You may be in luck regarding cost. Winter is usually not a time when people buy horses, so you may be able to find something for cheaper than what it would go for in the spring or summer. Good luck!

If you go to the AQHA website, they list breeders for quarter horses in each state. You could find a nice full-bred there.
Ask your vet or local barns if they know of any. If they do, this is one way of knowing that you probably won't get ripped off.
Hope it helps!
