First off, does the acne-like rash itch? If so, it would most likely be some sort of contact dermatitis and your best bet would be to find the trigger - new shampoo? laundry detergent? hair product? A gentle soothing cream (such as Eucerin) might be all you need.
If it does not itch and just has an acne-like appearance as you say, it could be a form of pseudo-folliculitis (inflammation of the hair follicle). I too experience these pimple-looking bumps on my chest and back only as well. For this type of condition, you need to exfoliate as well as hydrate. Anything that has a medium level of lactic acid is very beneficial. Lactic acid is a larger molecule so while it does help to exfoliate, it also helps to retain moisture and keep skin soft and supple. Lac-Hydrin is one brand that has a moderate level of lactic acid in it (in a lotion formulation, available at drug stores). I personally use Derma-Lac (by Environ, available through select dermatologists/plastic surgeons) and when I use regularly, I do not have any bumps.
If neither one of these options work, contact a local, reputable dermatologist and get a professional opinion (as well as prescription, perhaps).

good chance your havin a reaction to a new scented soap or boddy wash. That or if you have recently started waering ur hair down more often, the grease in ur hair can often rub off on ur skin and leave acne. both are common

i bet you use some sort of fragranced body wash. you stop stop using it and try Cetaphil. Its great for the skin. Neutrogena has an acne body wash for the body. Maybe try that to get rid of it.
