This is an unanswerable question, without knowing the particulars of this particular dog buyer. What is the environment the dog will be living in, what are the buyer's own personal preferences and lifestyle, and what are his ambitions are to do with this dog beside being a pet--is he going to do obedience? Agility? Go on long car rides or take the dog on vacation? That is why there are so many dog breeds in the world, they all fill nitches that are specific to each different owner situation.

I've had dogs my whole life I've had GSD's JRT's a Black Lab and a lurcher. I still have a JRT but I also have 2 English Bull Terriers and I think they make the best pets ever their intelligent, loyal, playfull, completely silly around everyone, they have never been aggressive with other dogs, cats people or over food or territory in fact my cats are my bully boys best play mates! They are extremely affectionate totally cheeky and I just love them so much I don't think I'll ever but another breed of dog I'm totally smitten. I just think their great and when I'm not training them they are training my other half ha ha their very good at that! We got our ***** (in the photo) nearly a year ago and we got our boy back in November and I cant wait to get more and more additions to our already fab family.

There are probably as many different answers as there are breeds of dogs.
Our dogs play with the cat, loves kids and let the rabbits crawl all over them. On the other hand, they weight 110 & 90 Pounds. Not the size dog everyone would want.
Pick the dog YOU LIKE. Don't ask others what breed is best. They all have their own favorites.

Golden Retrievers are the best pet. Unlike small dogs, you can actually do activities like playing fetch, and go out for walks/jogging. Overall, they are rather playful (and fun to play with), and enjoy the exercise.
They are really cute when they are young.
Goldens are very family friendly, and easy to train (assuming trainer knows what they are doing). They can be trusted around children, because they are not inclined to biting (as opposed to small dogs). They are excellent hunters, chasing rabbits and rodents. They can be trained to retrieve fallen water fowl.
Also, you are less likely to step on them.
Golden Labs would be a close second (but labs can be a little aggressive).

There is no breed that is best for everyone. The best breed of dog is the one that best matches a person's lifestyle and energy level.
For myself, that is a retired racing greyhound. They are low energy dogs, less prone to barking (I live in a condo). They are easy to manage, require little in terms of grooming and are wonderfully affectionate.
They are not best, for people with small children (under 5), they are risky to have around cats or other small animals (including small dogs at the dog park). They cannot be let out off leash except in completely enclosed areas.
So you can see, while this breed is best for MY life and MY lifestyle, they are not for everyone.

I think beagles make great pets. Very loyal, good amount of energy, nice/friendly personality, good with children. I currently have a jack russell terrier (parson) and I love the breed---as far as appearance/personality/intelligence. If you have the patience and time to care for them/train properly/exercise...they are such a fun dog. However, it is definitely not a dog that I would recommend for most people I know.

The dog breed that makes the best pet is the one that fits your lifestyle. For me, that's a doberman pinscher. The amount of energy they have, the drive to please, the need for constant companionship, trainability, and a great personality all combine to make it the best breed for me. If not exercised fully and mentally stimulated regularly though, they can become little gremlins though. My girl keeps me active and always on the go, and she always keeps up, in the end it's me that is lagging behind because she can go nonstop.

Dachshund! They're hilarious. And doxie owners are a breed in themselves. They're the only breed owner I know that really bands together (almost cult-like). I'm a doxie cultophile: I take mine on special picnics & walks 4x a year with thousands of other doxie owners. Weiner dogs will always hold a special place in my heart.
That being said, there really is no ONE breed that wins. Every breed has it's pros & cons, and every breed is capable of what only dogs can provide: unconditional love.
