before installing XP,get yourself a winME or win98 start up diskette.you have to use the fdisk partitioning program.(so that dos can "see" your ntfs drives)
you may also need to go the BIOS setup to change the boot drive sequence,to boot from the floppy drive.but usually for most systems,there's no need to that.
at the a: prompt type fdisk - enter.
choose delete all active partition from the menu.
quit fdisk
restart computer from the floppy.
start fdisk again.
choose create partition from the menu.
then in the next step,make partition active.
then format the drive using the same diskette.
a:format c:
this will then give you a fat32 formatted hard drive.
you may need to go the bios again to boot from the XP cdrom.
boot from the XP cd,during installation,when it goes to the part,"format target drive?"- choose "leave file system as it is".
or words to that effect.

NTFS is better as a file system for the partition that is actually running Windows so I would suggest that you use the NTFS.
But if you are using an external hard drive and you want the FAT32 file system for easy portibility so that it can be read by any version of Windows, Linux or Mac.
Well sorry to be the one to break the bad news to you but you can't do that with Vista.
If you are intent on converting the partition to FAT32 then you will have to completely re-format the partition using the XP install disk.
~BTW~ The FAT23 option is available in XP.

You want to have the be NTFS for XP also. FAT32 is for Windows ME, 98 or 95.

You can not back format from NTFS to FAT32. NTFS is a much better file system, your files take up less space, etc. The only drawback is the NTFS drive can't be accessed from DOS.
