As the previous members have recommended, you should see a dermatologist. In the meantime, try using a strong, medicinal shampoo like Head & Shoulders Intensive Solution or Neutrogena T-Gel.

You can also try a shampoo with tea tree oil like the one from Paul Mitchell and applying witch hazel to your scalp after your shampoo.

Use a super absorbant hair towel and a blow dryer to speed your hair's drying time. Avoid wearing hats to let your scalp breath.

If I were you I would go to a doctor you could have a scalp disorder. It doesn't mean you are nasty or anything sometimes people just spread things. Do you have dandruff sometimes that can give off an odor. Try a specialized shampoo I know that Paul Mitchell has a few scalp treatment shampoo's.

Doctor definitely, but try a white vinegar rinse or a scalp antiseptic like sea breeze or listerine, leave on for about 10 minutes and then shampoo.

How long have you had this 'musty odor scalp'? You know how everyone has their own scent? Well, maybe musty ordor is your odor... or maybe you have a musty odor bacteria living on your scalp... I'd ask a docotor...

shave your head.

I dont know if this will help, but it would be funny if you did, since your taking the advice of total strangers from a yahoo message board.
