The relay for your Caravan is in the long black box in front of the battery on the driver's side. Look at the chart on the underside of the lid. It will tell you which is the correct one to check / replace. The relay is there to shut off the pump in case of rollover or other accident damage.

there shouldn't be a "fuel shut off switch" this is a fairly new vehicle, which has fuel injection, the pump stops the flow of fuel when you shut off the vehicle, and starts pumping when you turn the key on.

It should be around the driver area, or in the back by the jack compartment.

Right beside the shifter on the steering column... they call it an ignition.
