In another words, does the seller or whoever I buy from , does they use the billing addres to get their money for the merchandises I bought ? Or this billing address is just a place where the bill will go to .

The billing address is needed by companies to run a credit card through the computer system. The transaction would error if the correct billing address is not used.

The only effect your billing address may have to do with payment is the address you send your payment to. Credit Card Companies get their money from the store, restaurant etc where you use the card. Many credit card companies will not allow you to use a PO Box as a billing address. The potential for fraud is too great. Your billing address does not always have to be you shipping address, but that is changing more and more quickly.

The seller is asking for your billing address to have as much information as possible for the credit company, like gas stations are now asking for the billing ZIP as additional confirmation that may not be known to a thief.
The most common problem is that the name you put in for the site does not exactly match the name on the credit card. For example, I am Mike almost all the time, but my legal name and the one on my credit cards is Michael. If I forget to change it (or the dumb site doesn't give it as an option), the address can confirm you are the same person without the delay and confusion of getting back to you.

Your billing address is the address you gave when you applied for the credit card and in many cases, it's your home address.
