Only if they are registered under Section 501c(3) can you take a deduction. A few foreign charities are though most aren't. The charity can provide proof of IRS registration upon request.
BUT, if you have no receipts, you get no deduction so it's really a moot point.

You need to review Publication 78 to see if the Organization is recognised by the IRS as a Qualified Organization.
You need a receipt or documentation from the Organization in order to be able to claim any Charitable Donations as a deduction
To be deductible, charitable contributions must be made to qualified organizations. Qualified organizations include, but are not limited to, Federal, state, and local governments and organizations organized and operated only for charitable, religious, educational, scientific, or literary purposes, or for the prevention of cruelty to children or animals. Organizations can tell you if they are qualified and if donations to them are deductible.

If the organization is a US organization operating in another country and even some Canadion organziations (because of tax treaty) then you can deduct it.
But if it is a foreign organization, then it is not deductible on your US income tax return.
As far as receipt - it is always best to have them or at the very least a cancelled check or credit card statement and the organizations' tax id number.
