Apply moisturizing lotion prior to exercise. Your skin's just reacting to the perspiration and dryness co-mingling.

This always happens to me, I actually don't use a treadmill or a stationary bike because of it. The itching usually stars a couple minutes after begining exercise, before sweating begins.

I once heard that it may be due to blood flowing into small blood vessels under the skin.

I'd love to know why it really happens.....

When one exerts the body one perspires. As the perspiration evaporates salt is left on the skin which causes that tight itchy feeling as the salt hardens and is not flexible when dry.

The salts in your sweat. Right after exercising go hop in a cool shower :)

You have dry skin. Try lotions.
