Is this guy showing he likes me or just being a jerk? In the hallway he watched me walk by and then put his hands down by his waist and made an up and down motion.

He's doing both. He is a jerk because he is doing something lewd and nasty in front of you, and he likes you because I don't think he'd do that to someone he's not attracted to or likes.

It seems like he is making fun of you. But if he really likes you, he has a funny way of showing it. It appears he is a little immature and insensitive to your feelings. If I were you, I would stay away from him for now. I may check back on him in a few years.
