If I have a refugee visa in France, can I relocate in another EU country Like UK ?

No. You were granted asylum in France - in France you stay.

No. Your refugee VISA is only valid for the nation it is issued in. When/if you become a citizen of France then you can live anywhere in the EU you'd like.

No, you can't. Moreover, if you leave the country without permission, you run the risk of having your refugee status reviewed (i.e. canceled).
