When a dog urinates on another dog, that dog is showing domination. He is telling the other dog that he is the pack leader.
The only way I can figure to stop this, is to show the dog that YOU are the pack leader.

UPDATE: I found a website for you.

It could be very well that the Dad is just marking his territory, as in "the puppy is his." Also, he might be marking his territory, as in "the house is his." As result of jealousy towards the new puppy. Puppies tend to get more attention, I mean who can resist a little puppy? Like your vet said, it will pass. For the time being, and to prevent any more peeing on the poor little guy, let Dad, the older, know that is bad. Im not sure how you disipline your pups, but being firm everytime should get it threw to him. Also, like somone else said, try having the dogs spend, more then normal time together. Take them out side, but only play with Dad. Dont give Dad the chance to focus back on the little guy being there. For if he is jealous of the little guy he will be distracted( you can also do this inside) This is letting him know you are there to play and spend time with him. And that its ok, for the little guy to join in too...most likely the puppy was kind of like shock for him. He wasnt brought into the family properly and the Dad isnt comfortable with him being there. You just need to let him know that the little guy is ok, and is there to stay. Making them do everything together, baths, eating, walking, playing, sleeping, also helps bond them. GoodLuck!!

Yes. You remind me of my children. The older dog is letting the puppy know that he is the "pack leader" and he is the boss. Your Vet went to college for 12 long years, or more, and he said it would pass. I am betting the Vet is right!! (I always have female dogs now) @8-)

well the older dog is probably just not liking the puppy and just wants it gone. try to get the older dog to play with the puppy and see what happens.
