There really is no set age. Some people are never old enough either physically or mentally to have sex.
From a biological standpoint, you can have sex when you enter/are in/exit puberty.
Emotionally it is when you are ready to have a strong bond with someone on the same level they have with you.
I personally will not have sex till married.

The age when you're old enough to be married. Properly, until after age 24 for a female, and age 30 for a male, which is when they reach full maturity. Marriages work out best when both are over 24, as the maturity of the woman becomes a stabilizing factor in the marriage.

It depends on what you mean when you ask this question? Do you mean legally (the age of consent) or just morally?
Morally, I believe it's whenever you are mature enough to know the implications of your actions. Most of the time, people have sex way before they're mature enough. My first time was when I was 16 and in hindsight I think I should have waited a couple more years. It really depends on the person and their maturity level.
However, I urge you to wait until you are with someone you can trust, and who honors and respects you. Losing your virginity to someone you can't trust and someone who doesn't respect you is a huge slap in the face.
Don't learn lessons the hard way if you can help it.
