Because there are eggs is cakes but not in biscuits. Biscuits are basically flour and shortening (butter) with only enough water to bind the dough.

I know that the very Definition of a biscuit is that it goes soft when it is stale, and a cake goes hard when it is stale, so it is a kind of chicken and egg question!

Biscuits are dry so absorb moisture from the air. Cakes are relatively wet so the air dries them.
