Three reasons:
- they are human and have a right to be treated as such
- it would be a lot of work to find them and then deport them all.
- they provide cheap labor: there is an economic interest to not deport them all

Hmm...I wonder if the Native American tribes that inhabited North America before the Europeans "discovered" it asked themselves a similiar question?
And of course, some parts of the United States were a part of Mexico before the US killed a bunch of people and took them over.
And maybe if you worked hard and did well at whatever job you perform, someone else (no matter their race) wouldn't get it.
