Considering that the person being honoured is 13, of course you want to invite the children! Would YOU want to be the only kid in a group of adults? :)

Bar and Bat Mitzvah's are the celebration of children, becoming young adults. I would invite the children, and usually at a Bar Mitzvah, there's always something for the kids,.. magician, games, dancing, so it should be for the whole family.
