What compels all this evil? Why won't they all stop?

In this material existence we are allowed to commit the worst crimes anyone can imagine. However, we still must pay the price. We will still get the karma. Someone may think that they are proving their sincerity by suicide bombing. But, what kind of sincerity is that? They are harming those who are innocent over some politics. It may seem easy to some to commit the violence. Sometimes they do not see anyone coming to stop them committing the violence. But, in due course they will get their karmic reward. So what kind of easiness is that? We should instead take up the challenge of understanding what is the real value of human existence, godly virtues and our relationship with God.

In the case of Jihadists, they believe they are doing a good thing because their religion teaches them to kill unbelievers and that Jews are animals and that America is the great Satan.

In the case of criminals, they are just being evil for selfish purposes. Sometimes people do stop because they either dont want to face the consequences for their sins either in this life, or the life to come.

Mental illness for one. Desperation for two. Propaganda and all sorts of brain-washing techniques for three.

For point three, the pawns are controlled by people who keep removed from the horror and so make decisions without having to directly face the reality. This is probably why wars happen. Just thinking out loud....

Was it evil when American colonials fought the British? Was it evil when Philippine Moros fought the US Army. Was it evil when the French resistance attacked German occupiers? Was it evil when Russians attacked German occupiers? Was it evil when the Vietnamese fought the US Army? Was it evil when Hungarians fought Russian occupiers? Was it evil when native Americans fought the US cavalry? Was it evil when the Jews fought the Roman occupiers? Was it evil when Britons fought the Roman occupiers? Is it evil when any people use any means to fight foreign invaders? Or is that patriotism?

Every man has an innate need to know they are right even when they are wrong and they would do anything to prove they arent lost or mistaken some take it too seriously they fail to see that one can be sincere but one can also be sincerely wrong

Lots of reasons.

War: In-group/out-group mentality. Dehumanizing of your enemy.

Criminals on the streets, child molesters, etc: Probably repeating violence that happened to them.

They were taught evil and that's all they know

Sick religion (satan)
giving in to flesh
They hate

a lot has to do with their upbringing. they are all learned behaviors, usually from parents or the community in which they were raised. Some also have mental disorders.

humans are inherintly evil by nature, the people who are "bad" just cant control their own self
