It depends where you are from and where you are going and if you are planning on working/studying at all while you are travelling.
If you are planning on visiting the USA, you will need to get in touch with your local embassy from the list here:

They will advise you on the visa requirements and application forms.

A visa is required for a 3 month stay in the USA.
