On my way to work there is this disgusting, dirty house that has no less than a half a dozen dogs tied up with enormous chains to trees outside. These dogs are out there all day and I'm assuming all night (I've left my job quite late and they're always out there). These dogs have no shelter except for ripped pieces of carpet to lay on (which are completely rotten after being out in the rain and snow), and I've never spotted them with water (they're obviously getting some somewhere or they'd all be dead, but it isn't at their disposal). They are out there in all weather conditions, which here range from snow and sleet to 115 degrees in the summer. I had heard somewhere that a new law stated dogs could not be chained up for more than a certain amount of hours a day? Is this a state by state thing? I'm just tired of seeing them there every single day (and I do plan on calling someone on them).

I would suggest calling your local animal shelter/rescue and letting them know. They will talk to the owners about it and may even ticket them for abuse. Plus if the animals are left to die, the rescue can save them and find them good homes.

Most cities have an animal control unit with in the police dept. I would start there. If they don't have one, like in my very very small town, ask them for a number you could call on behalf of those poor scruffy dogs. Once they are cleaned up I'll bet they are beautiful. I watch animal planet a lot with the animal control officers & from what you are describing it truly is animal neglect and possibly cruelty. One show aired where the dog had been chained up for so long without supervision from it's owner that the color cut into it's neck and the skin grew around it! Gross! The color had obviously been put on him as a puppy but never changed as he grew up. This could be happening to those dogs your describing! OUCH...I know their must be adequate shelter, clean fresh water & food. Most places they also must prover vaccinations are up to date. So let the officers know you don't believe their animals have EVER been to a vet! Total neglect! Why so many dogs? Crazy! They must only like "puppies". Good luck to you & especially those dogs! I'm so glad you care enough to do something about it! Call the police...asap.

call the local animal control in your town. have them come out with the police so that the owner will give them up with out a hassel. animals need adequate food and shelter and especially in the extreme weather you live in, they need to be taken into the home.
i hate hearing stories like this. it jst makes me furious to know people have pets and dont treat them better than the dirt they walk on. having an animal in your life means that you are taking responsiblity of another in your hand, be it animal or human. these owners should be subjected to the cruelty that they place these animals in. I DONT CARE ABOUT THE HUMAN RIGHTS for these people, there are no rights. If you cant take care of a simple dog, how are you living your life??? *gets down from soap box*

This is animal neglect and can be reported to your local authorities. All laws require the basic needs of the animal to be met and that included shelter, clean water and food. They can also assess for aggression because many dogs that spend their lives chained up become quite aggressive. Odds are though if you are seeing these kind of problems there are bigger ones to be seen if you look closer.
Good luck and remember the law protects people who report if they are acting in good faith.

You should definately call animal control and have them removed from that situation. I did the same thing to my neighbor who had a dog and a goat tied up in his yard all day and all night.
You must wonder why even have an animal if you are going to treat it that way and not give it any attention anyway. I feel sorry for those dogs and their pathetic owners.

I would contact your local animal center and ask them what the laws are for that cause where I live if you have a dog outside you have to have some kind of shelter for them. I would turn them in cause it sounds like they are not taking care of those poor dogs at all.

I would contact your local SPCA service and ask them to check onthe dogs and speak to their owner. Contact the police as well, they may be able to do something also.
