Well , I would just like to know because im a very friendly person and like meeting new people. But , I constantly feel if I were to do that.. how someone would think.. What do you guys and gals think?

Well, without any reason other than just wanting to meet someone, it would be kind of awkward, honestly.
If the setting is right, it's okay... in a bar or a club or at some kind of social gathering, what you're talking about is okay...
But if some guy walks up to me while I'm on my way to work and says "Hi I'm Jim, nice to meet you." I'd probably not even acknowledge the guy, and I'd be wary that he was some kind of scammer or con artist or was setting up to mug me or something.

I wondered that a long time ago. Unfortunately people would think it is wierd. You HAVE to have an ice-breaker before introducing yourself. A comment would be helpful. Many people will mention something of interest or importance to them, or something relevant to the setting to first gauge for yourself if it really is someone you would want to know and to hopefully elicit a response.

I think that you should introduce yourself to any and all that you don't know, whether it be at school or wherever. I know that I am a shy person, and would love for someone to be friendly enough to show they care, by introducing themself. Most times, it's common for one to think that another person is stuck up by their not saying anything, so by all means, talk to people!! :)

I think it would be refreshing if everyone felt more free to do just that. We as a society have become so wrapped up in our own lives that we never stop to merely acknowledge our fellow man. On a personal note, "Hi, my name is _____." is the best pick up line ever and the only one that has ever worked on me.

Yes, they will think you are weird. In our society things are not done this way. You introduce yourself only at parties or organised functions, not to total strangers in the public.
