There are a lot of complicated (and expensive) programs out there that are great for photo-manipulation. But I would suggest taking advantage of free online tools like:

Very simple to use and reduce your photo size.

If you have XP and/or Office suite, the built-in picture editor will do the trick. All you need to do is right click a photo and select Edit. Then you can play around with the size and resolution.

Goto the Microsoft Power Toys page and download Image Resizer. It is a small program and works better than anything I have used. But resizing is all it will do. Once you have it downloaded and installed, right click on any picture and pick the size you want and it will make a copy that size and not bother the original.

You may want to use MS Photo editor for that by manipulating the image properties, don´t remember exactly what to do, but it´s quite easyly done...It often comes with newer versions of XP.
