There is a specially made product called Mostenbockers Paint Remover available at the home improvement store. There are two formulas, one for latex paint and one for "grafitti" or spray paint. It is inexpensive and comes in a handy spray applicator. It won't damage the carpet or change the color. Simply spray it on the spot, saturating to the backing, agitate with a brush and blot to remove the paint.

A lot depends on the type of carpet, try a razor or nail scissors to trim it out, if it is water-soluble, it should wash out-I'd use woolite for the soap

Depends what kind of paint, if it is water soluable or not. you might have to use turpintine but that could ruin the carpet.
