Anything you use to get the ink off will take the emulsion right off the paper as well. Find your negs and get copies or scan it and use photoshop to try to touch it up.

If the ink seems to be permanent, I would take it to a photo lab and ask them for suggestions, they will be able to look at the type of picture you have and how bad the ink damage is. They may be able to repair it for you or tell you how to do it.
Also,here is an alternative. You can scan the picture into your computer and use a program such as Photoshop Elements.They have special tools to help you "repair" a photo, such as fixing tears, ink spots, dust, or even missing pieces of the photograph. Depending on the severity of the problem, some techniques can be done by beginners, others will take a little time and practice.
Then, once you have fixed your problem areas, you can reprint the photo.
This technique is used a lot to restore old photgraphs that may have damage.

what kind of ink are you talking about? printer ink or pen ink? either way you can't really remove it without damaging the picture or the paper. if you still have the negative just get another print. and if its digital print it again.
