It has been a year and a half, and it is time to move in. He keeps making excuses, for example he won't be around his daughter she is 9 years old. I think he can talk to her and let her know there will be some changes because mummy and daddy can't live together anymore. He keeps dragging his feet, my other issue with him is him not calling to say if he is coming by or not. He will say he will be there and something comes up and he doesn't call, I have express to him how I feel about it but, he does it still.
When we met I was not working at the time and he was there for me I do believe he loves me and I love him but, now he made a decision that is affecting him financially and if i am going to be with him I am going to have to carry him for a couple of months.
I try to explain to him that the only way it is going to work, is that we have to be completely honest and open about everything.
I don't know what to do?

Look all the signs that you have mentioned is that both of you just got involved in a relationship that was not meant to happen. First of all this man has too many issues from his previous marriage. These really are issues that you do not need to deal with on a daily basis. Then all the excuses he is making is saying to you in a nice way, we had an infatuation relationship, and now everything has worn off and it is time for us both to move on in our lives. All this man cared for you about at one time was the early part of the relationship, before everything wore off. He does not want another committment in his life. You can tell by his actions, verbal and non verbal. Look walk away from this man, do not even turn around to catch a glimpse of his shadow, and next time find a man who does not have all these issues that you have to deal with. You will be fine, just move on, because it sounds like you really deserve more than what you are getting right now.
