At one time all of Italy and much of the remaining world was ruled by the city state of Rome. It was then called the Roman empire.

But the core is 10 nations,Spain was the 11 th.The King of Spain
has the title of King Of Jerusalem,because Spain captured Jerusalem in about 1100 A.D.So the title.They ruled Jerusalem
for a Time.In book of Daniel the Little Horn comes out of the 11th Nation.Some believe He comes from the Eastern leg of Roman Empire.Could be,Don"t Know until He solves the Arab-Israel Question.
