I'd say any area east of Atlanta. There's Rockdale, Newton and Henry counties that are all growing and houses are reasonably priced. I live in Rockdale county and love it here. Barely any crime and its not too far from downtown Atlanta. Reguardless where you live, if you have to commute to Atlanta for work, you'll be stuck in traffic.

Why would you want to move to Atlanta?

If you want to have any type of social life I suggest that you live as close to where you work as possible. If you live in the "nice" areas you will spend ALL of your time in your car.

I lived there my whole life until last year. I lived in many different places over the years and worked in many different locations. If you are not used to it you will be dumb founded at the time you spend in your car. I have a 20 mile commute and it took me1 hour on a good day and more than oftern 1.5 hours to make the trip.

Yes if you really want "nice" and "safe" then you'll probably need to live in a suburb that might make for a longer commute into the city; Suwanne and Sugar Hill are both nice places
