Does the guy have a reputation?
Guys with reputations of being smooth with women use staring as a technique to make women curious... as you are.
Guys who are shy stare because they're too chicken to strike up a conversation and are desperate for the girl to smile back or wave.
Obviously, this guy is interested. The best thing to do is ask him, "are you staring at me or is it my imagination?" Say it with a smile and then see what happens.

If you also feel like returning his stare than there is no harm in giving him a smile in response,next time. After all the more people you make friends with, this way it takes away your shyness and improves your sense of judging people.

If he stares at you, he likes you. At least that is what I think. Now what help do you want? If his stare makes you feel uncomfortable, clearly tell him so. But if you wish to respond, flash a cute smile when he is staring.

he's too scared of you to come talk. walk over to him and just start chatting. introduce yourself and mention that you've noticed his glances at you (even though they may be more than glances.) you never know what it could spark, or it could just become a good friend. He stares at you because there's something there that he's interested in, you've piqued his intrests.
