The Schengen Agreement covers a number of democratic and open European countries, Unfortunately South East Asia has countries that are run by military dictatorships and others that are renowned for the propogation of drugs. If there was a Schengen-like agreement in South East Asia many refugees and political asylum seekers would cross the borders. Also many of the wealthier nations within the South East Asian region would not want to prop up the poorer nations economically. The Euro is supported by some very strong economic countries in Europe. So, no I doubt there will be a Schengen-like agreement in the South East Asian region for the forseeable future.
