My new credit card was fruadently used by a person guessing my security number to verify the card for use.Was the credit card company responsible to collect more information re the owners verification details as required when making any other contact with.

they could've notified you saying that your card was making some unusual purchases. but you normally have to notify them on the application or with a rep requirments/procedures that you would like to take place when making a purchase.

I doubt it. That is a pretty much universal method of verification. To some extent I guess it would depend on who "guessed" and the details of the fraud; but the CC company is probably picking up the tab in any case.
