Yes, because He created animals and He cares for them. God told us to care for His creatures. If we hurt them, God is not pleased.

Do animals suffer more at the hand of man or God, Thousands of laboratory test animals suffer everyday!Pets abused by owners.
Millions suffer everyday from starvation, drought, predation, God
cares little about either!

I think it is cruel to use animals for the testing process like that. I think God is very much against it.
