Evil, of course they're evil. Why do you think they wear all that paint? Disguise. Why carry the balloons? To tempt children. You should really know this by now, stay away from clowns. Some good documentary footage of evil clowns can be found in the Stephen King film, IT, and the old B-movie, Killer Klowns from Outer Space.
The second film is extremely useful as it show how their circus tent is actually a spaceship and how they string your body up in candyfloss to suck out your brains later.
Also the game Broken Sword exposes a clown as a crazed cafe bomber.

Well, we just went to the circus on Monday, and my 3 year old daughter seemed to get a kick out of them. They were sweet to her, one even gave her this little smiley face ring. They were signing the books. One was walking around telling jokes and doing tricks to make people laugh. This was at intermission. So, no, I don't think clowns are evil. Children can sense evil or ad in people, and my daughter was having a great time.

I think the whole fact that clowns are people who have their entire face covered in make-up and have those wigs that make people fear them because they aren't used to those types of things when they see people on the street, shopping centres etcetera.
Plus, I think the movie "IT" had a large role to play in the clown phobia.
So answering your question, I suppose it really depends on how a person grew up to really base their thoughts on if they are good or evil.

Depends on the clown. McDonald's, for example, is obviously evil, where as most circus clowns are good.

ha ha, I think clowns are as diverse as non-clowns. Don't stereo-type the funny guys! HA HA
But hey, some are painted smiling on the outside & maybe aren't on the inside, vice versa. Yup, pretty scary! Watch out for those masks! :)))*
I was just being witty, but seriously, I would think most do that job because they love to make others laugh, lighten their moods, etc & we all know that feels good! :)

The clowns that make balloon animals for children are good. The clown stabbing the balloon-making clown is evil.

John Wayne Gacy - evil
Daisy, the clown that uses balloon animals to tell bible stories - good.
Depends on the motive behind the face paint

John Wayne Gacy -- the child-molesting serial killer, dressed up like a clown, as a hobby; and buried his victims underneath his house.
...Sobering thought, the next time you come across a beady-eyed clown...
