Over the years I am seeing dogs in many stores, typically in peoples arms though.. but a stroller I would think would make it more comfortable for them.
Places I have seen dogs many times:
Multi-store Malls (even those with no dogs allowed)
Best Buy
Toy's R Us
Shopper's Drug Mart
Zehrs <-- though even me as a dog lover & owner.. I was not impressed
Together my 2 dogs weigh 10 lbs and the only store I have ever taken them into was the pet stores in the area. I have considered getting a stroller for them, but thats more for their safety when I take them to places like the flea markets or the fairs and parks but thats more to store their poopy bags, leashes, water etc.. and for one to lay down in if they get tired.

Each shop will have their own rules regarding pets. You will have to ask the associates of each shop you intend to take your dog into.
Typically, by law, animals are not allowed into shops that sell food.
Ultimately, you should leave your dog at home when you go shopping. Your dog's feelings will not be hurt contrart to what you may think. Dogs do fine on their own for a few hours at a time. However, if you are constantly with them (meaning, you DONT give them some solitary time) that's when they get the separation anxiety.

Usually not. When my dachshund was a puppy I would put her in a tote bag. Sometimes they would catch me and send me out - sometimes not. But if you leave your car far away, it is really a bore to have to go all the way back. My dog prefers to wait in the car rather than being alone at home. So IF THERE IS NO SUN she can wait in the car. Or if there is covered parking - she can also wait in the car. Depends on the dog really. Personally I don't think it is worth the hassle as some stores think it is ok - others not. And foodstores and shopping malls - definitely not...good luck

It really depends on the store. Most grocery stores do not allow dogs for sanitary reasons, although I have been allowed to bring my dog into some. Most other stores will allow it, unless there a dog hater or something. It's best to call the store before you leave the house and just make sure that your pup can come too!

The woman you saw was probably blind and the dog a Dog for the Blind - The woman concerned would have had to get special permission to enter the shop, even though this is not necessary as it is easy for a member of staff to get the list for items on the customers behalf where dogs are specifically not permitted.
I can just image what the health and safety officer would say re dogs peeing onto other dogs pee - such a sirry question.

Your dog won't die if she's at home while you're out. Remember this: If you take your dog shopping, you must always keep an eye on her, your purchases, your wallet, whatever it is you're shopping for, and yourself. Anyone who takes their small children shopping in a stroller would be quick to say that it would be easier to shop without the kids, but most of the time they had no choice. It sounds as though you have a choice.

Good rule of thumb is that if it is a commercial area, dogs are not allowed. However, what you probably witnessed, was a woman suffering from an emotional disorder who has legitimate papers entitling her to bring her companion with her. (Or maybe she didn't think to ask people about cultural norms like you did.)

i think you should check the shop for the rules, most have a st-ricked guide dogs only rule. after all this is to stop people taking their pets near food etc, if you are worried about your dog being out side i think you should keep it at home some animals are scared of crowded , noisy places? anyway.
