wrap a hand towel around him, covering his eyes. Then pull out the foot to remove the hair. When you release him, make sure he is standing in your hands. He will think you freed him and not as the bad person.

Whatever you do ,DO NOT put pressure around his body / stomach area as he wont be able to breath. If you cant get it off take him to a vet who would know the proper way to restrain him to remove the hair.Dont let it go as the hair , if its really tight , can strangle his toes.

a cockatiel is a rather small bird...unless your talking about the rather large cockatoo...
if is indeed a cockatiel, then you can take his upper body with the head between your pointer finger and your middle finger on your non-dominant hand.(it should look similar to when you pretend to scratch or "grr" with your hands) Grasp it firmly, but not to hard (you dont want to squish mr. birdy) and then use your dominant hand to untangle the hair.

I know that when my father in law needs to do something to his birds...not a cocketiel...but a little smaller...he holds them in his hand first, calms them down by stroking their heads them does what needs doing. The bird might scream a little but at least it is a little re-strained so you can get the hair out.
