How can I develop my English Writing Skills?

I have a good vocabulary. I'm accurate too. Studying in a CBSE School in Std 9th I,ve great problem in writing articles,formal-informal letters as teachers say my writing is exuberantly rich but lacks content.

before you start, write down main points of what you are going to say. then make each point the topic for one paragraph and expand this for a whole paragraph.
