How about Captain Hook from Peter Pan?
Pirate 'stuff' is pretty common in a lot of $2, cheap stores.
Dark clothes, pirate sword, eyeliner/make up for beard & moustache. Clip on earring. Cut out an eyepatch and thread with elastic. Bandanda/scarf for head. Maybe the toy box even has a stuffed parrot that can perch on the shoulder.

my daughter has to go to school dressed as a character out of a book I'm sending her as fern out of Charlotte's web. Have you thought about horrid Henry he wears jeans and a t-shirt its easy and stuff you already have.

yep same problem here my son is 8 hes going as a pirate. my hubbys shirt, a long bit of material tied round waste with another bit tied round his head, and a pair of trousers cut off just below legs in a jagged cut. and a bit of face paint for beard, scar, etc. you could also make a hat instead of headscarf and a telescope (covered toilet roll tube)

the cat in the hat might be an easy one. many party stores sell cardboard top hats for cheap. get a red or white one and put stripes on it with marker or streamers. he could wear black sweatpants and sweatshirt and make a tail. put on a white tummy. black gloves. make a black nose and wiskers with eyeliner and there you have the cat in the hat.
