I learned that this law was enacted with the spirit of granting african americans that were slaves a means of gettiing automatic citizenship since they were already here, not a meas of anyone getting citizenship. any thoughts on this

I'm not sure how easy it will be to change the law, but that is the current proposal, designed to eliminate the so-called "anchor baby" loophole.

The general acceptance for all countries has been if you are born in a country other than the country your parents are citizens of, you hold dual citizenship until your 18th, or 21st birthday (not sure). At that point, you are required to declare which country you belong. An adult can hold citizenship in only one country.
