Some places in the u.s are really bad, the tide of crime has stormed them hard. Places like Detroit and Richmond are examples, The tide of crime is only the aftermath of failed rehabilitation for first offenders. The prison system we currently have in most states with high crime rates do not focus on rehabilitation at all. Their sole purpose is to cage a human being and punish him/her to the full extent possible. Don't get me wrong I believe hard criminals who commited a crime like rape or murder should stay in prison for life and never comeout. But what about those who went in for something like drug possesion or petty theft? They do about 2-5 years and come out more vicious than they ever were only to comit another serious crime going right back in a cell. Someting isn't right...
Some people are bad and deserve to be locked up for the rest of their lives..but most people just make wrong choices, Unless we pshycologically help them we will end up victim to them.

Police reformation. No one wants to snitch to the same guy that was hassling you for no reason yesterday. Prospective police need more screening to keep out the people who just want to be cops for the power. Then something needs to be done so that people who commit crimes no longer have a need to do so. Lastly, at least here in Massachusetts it is almost impossible for ANYONE to get a gun license if they live in a city. If responsible non-criminals were allowed to carry guns it would be a huge crime deterint. Cops cannot be everywhere all the time, but the people sho live there are.

Community and culture. When "snitching" is worse than killing, the culture itself is in need of rehabilitation on a grand scale.

nothing. a good police surveillance, too many corrupt, and faster, judging, to send people to jail. no TV for them, no vote, no payment for their job. no rights for then. that's why they are in jail for. and hard work, to cover jail expenses
