He is called "the happy God" (1 Timothy 1:11)So he is generally happy yes. Jesus reflected God perfectly. He imitately him perfectly. When Jesus was on earth, he was happy and positive but things pained him. He deeply cared about people and He even wept when Lazarus died because he saw how sad everyone was around. (John 11:35)
Things that we do can cause God to feel hurt at His heart too.(Genesis 6:6) And when His servants feel distress, it is distressing to Him (Isaiah 63:9)because He deeply cares for us. (1 Peter 5:7)

False...He's somewhere out there experiencing one of two emotions...regret and amusement.
Regret because of how one of his creations is slowly but surely bringing about their own destruction, be it through mindless killing over differences in religon or race or something stupid like real estate.
Amusement because how can one seriously look at the world and the people in it without going "Well that sure was a dumb thing to do"...free will is a dangerous weapon that most people abuse.

I would say false. I think that God wants us to love eachother, get along, tolerate and celebrate our differences, and make the world a better place. We're failing miserably. I think that God is sad more often than not because of all of the crap that gets carried out in His/Her/Its name.
