Running definately slims down your legs. I had built up my thighs from biking, and running has definately given me good results. I little basic strength training on the arms has been good (pushups, bicep curls, tricep extensions, etc) - it's been toning the muscles, not bulking up, and giving nice definition.
Not sure if you are a man or woman, but women don't really "bulk" up without a major, major time commitment. With moderate strength training and cardio, you get definition, reduction in flab - but not bodybuilder muscular. I'd rather look athletic than emaciated and weak any day.

If you go to a badminton court and check out all the ladies there, you will see what you described.
You don't need to be very competitive to have a good work out, and at the same time badminton won't give you a bulge of muscle in your legs/arm.
Above all else, it's hella fun! :D
Although I think Jogging is actually the best excercise, that's no fun.

Cardiovascular exercise is the best way to lose volume in the way you look. If you want to look nice and lean, you need to lose excess fat. Just because you do weights, doesn't mean you'll look meaty and buff. That muscular look typically comes *after* you become nice and lean, *and* you continue to upgrade your weights to heavier ones all the time. Cardio and stretching all the way. I've never tried Pilates, but I heard that it has tons of good ways to move and stretch to get nice long muscles...

If you are overweight, you do need to lose the excess weight first. To make your arms look thin and lean, you will have to do some light weight lifting to keep your muscles stretched and looking long and lean.
