You will use it when you have a million words that couldn't express how you felt for your love.

I = you
Love = 1. strong feeling of affection 2. to crave 3. to have great compassion on.
you = partner
When you say "I love you" to your partner, it's really a silly habit.
Sometimes, it is a relationship insecurity plea for a response.
i.e. "I love you" = I'm feeling insecure so I need to hear you say I love you. If this persists, eventually the responding partner will eventually ask for a divorce.
Sometimes "I love you" is just a nasty verbal habit. In this case, it has to be said every twenty-four minutes, nomatter what. This is usually most manifest in couples who are glued together. Also, the words, in this case, mean absolutely nothing.
Personally, I have defined true love as "giving."
giving means that you acknowledge something other than yourself. That is assuming that your gift has no strings attached (but then that wouldn't be a gift now would it?)
So, if you really want to say I love you... Think, "I give you..."
That's the proof that your partner and the world needs. giving is an action and is not passive... It is the antithesis of selfishness, and you can do it your entire life, even after the romance fades.

Well it could just be used to loosely with some people and just mean you like them alot, or may be just an instant reaction to what they've said. One example of the instant reaction is proved by something I heard on the radio - If you phone up say, a travel agency, when you are about to finish the conversation, say "I love you" and if this person has a partner, it's quite likely they'll say it back out of habit! (Random piece of information for you!).
But, in all seriousness, if you say "I love you" and mean it, it usually means that you couldn't live without them and are more than happy to stay with them and are quite likely not to be tempted by others whilst you are with them. Also, if you REALLY mean it, it means you feel like you would do anything for that person :).

If you do not know - you have real problems.
Love can't be described in words - it is a feeling that comes from withing. If you really love - you have a special feeling for someone that makes you want and need them, it makes you want to be with them and no matter what they do you still care for them.
People are able to love differently - that's the beauty of it. You love your family differently to your lover but you still love all of them.
To be in love is the best - that feeling of happiness and butterflies in the stomach is the best feeling in the word. When you feel like you are walking on clouds and nothing seems to matter.

it means that you want to always be with them, you think about them constantly, you enjoy your time with them, you wish to be intamate with them and share things with them , and you care deeply about them, it also means that your life would be incompleate without them in it. and that you would be very sad if anything were to happen to them. they make you happy!
