Dana White said last year that they rank the fighters on : wins, losses, hype, online polls and popularity. Thank you

They have no official ranking. The only fight to my recolection that was offically announced that the victor would be the #1 contender was Liddell vs Couture I (unless you count the TUF4 finale since the winners got title shots). Although there have been several cases where it was widely speculated that the winner would become the #1 contender and it proved to be true (most recently Hermes Franca vs Spencer Fisher and Nate Marquart vs Dean Lister).

They consider wins, loses, the opponents (a win over Matt Hughes carries more weight than a win of Jeremy Horn and the reverse is true, a loss to Horn is more devestating than a loss to Hughes), and the fighters current popularity (it is a buisness after all, their concern is will people pay to see the fight)
