ya, as soon as you pay them what they want. The law call's this action, extortion if a private person tries it. That is what they are good at. They have dollar sign's for pupil's, so if they have your account, you will have to give them what they want and they will go away.
If they don't have your account now, i would be moving my money around in cash. Then you have problem's with thieve's. So i guess it is a catcher's catch can. Be damed if you do, be damed if you don't.

Depends why and how they sezied your bank account.

Before you do anything? You get an attorney to speak for you- if they did this, you're in poo so deep you won't be able to get out without professional legal help

The money was most likely siezedto determine weather or not the money possessed is "dirty" meaning it was obtained or used illegally. If you or even just the money are exhaunerated, the assets would be released.
